Türkiye unveils $500 billion National Energy 2040 roadmap

Türkiye has introduced a National Energy 2040 strategy that targets $500 billion in energy-sector investments by 2040 to expand electricity capacity, accelerate electrification and strengthen energy independence. The roadmap covers generation, grids, nuclear energy, renewables and domestic oil and gas, and is designed to meet rising demand while limiting the country’s energy import burden.

Under the plan, total installed electricity capacity is projected to increase from 123 gigawatts (GW) in 2025 to 281 GW by 2040. The share of renewables in installed capacity is expected to rise from 63% to 77%, with around 95% of new generation investments directed to zero or low-emission sources.

Wind, solar and renewable expansion targets

A central pillar of the strategy is a large-scale expansion of wind and solar power supported by about $100 billion of investment. Combined wind and solar capacity is expected to reach 175 GW by 2040 and includes plans for 6 GW of offshore wind capacity, with the first tender scheduled for April 2027.

Overall, expanding generation to meet 2040 goals is estimated to require about $190 billion, with renewables accounting for the bulk of additions. Within this, Türkiye plans to increase solar capacity from 26 GW to 112 GW and wind capacity from 15 GW to 63 GW by 2040. These measures are intended to reduce dependence on imported fuels and address rising electricity consumption.

Electrification, demand growth and efficiency

Electricity demand is forecast to grow markedly, from 365 terawatt-hours (TWh) in 2025 to 680 TWh in 2040 under the new policies. Electricity is planned to supply 36% of total energy demand by 2040, as transportation, industry and heating increasingly shift away from fossil fuels.

The authorities project that greater electrification and energy efficiency will reduce primary energy intensity by 40% between 2025 and 2040. Cumulative savings from these efforts are estimated at about $240 billion. Total energy demand in 2040 is projected at 230 million tons of oil equivalent under a reference outlook but is expected to be lowered to 199 million tons of oil equivalent as electrification advances.

Grid infrastructure and state company investments

Beyond generation, Türkiye plans large investments in electricity networks and state-owned energy enterprises. About $116 billion is earmarked for transmission and distribution, including an increase of transformer capacity by 50% and line length by 30%.

The roadmap includes building 28 GW of high-voltage direct current (HVDC) lines over 10,000 kilometers and achieving full deployment of smart meters, SCADA systems and urban ring networks. Five state-owned energy and mining companies are expected to invest a combined $210 billion, and the overall strategy aims to create 108,000 direct jobs by 2040.

Nuclear power and domestic oil and gas goals

Nuclear energy is identified as another key component, with installed nuclear capacity planned to reach 10,000 megawatts by 2040. Nuclear power plants are expected to supply 11% of Türkiye’s electricity demand by that date, with at least 5,000 megawatts added on top of the 4,800-megawatt Akkuyu plant under construction.

By 2050, nuclear capacity is planned to increase to 20,000 megawatts, including contributions from small modular reactors. In parallel, the roadmap states an aim for Türkiye to meet all oil and gas demand through domestic production by 2040, while continuing significant investment in oil and natural gas alongside the expansion of renewables and nuclear.

Key Takeaways

  • 01Türkiye’s 2040 roadmap links large-scale power capacity expansion with aggressive targets for electrification and efficiency-driven savings.
  • 02Wind, solar and nuclear build-outs are positioned to shift the generation mix toward low-emission sources while still retaining a role for fossil fuels.
  • 03Major grid and state-company investments indicate that infrastructure and institutional reforms are central to delivering the National Energy 2040 vision.
