Key Points

  • 01German gas storage is about 62% full versus a 70% Nov. 1 target
  • 02Germany's regulator put storage at 61.7% in late October, a record seasonal low.
  • 03Front‑month TTF gas prices have climbed above €100/MWh
  • 04Berlin says winter gas supply is secure despite missing the goal

Germany falls short of winter gas storage target

Germany has failed to reach its winter gas storage target ahead of the 1 November deadline, with underground storage facilities only about 62% full against an effective national goal of roughly 70%. Recent regulator data put inventories at 61.7% in late October, marking a record seasonal low and underscoring the gap to the legal requirements that aggregate to around 70% for that date.

Under the current rules, most storage sites are required to be at least 80% full by 1 November, while six facilities have lower thresholds of 45%, which together yield the overall 70% objective. The Economy Ministry expects this value to be undershot by about eight percentage points, confirming that Germany will not meet the mandated level this year.

Market impact and price signals

The shortfall in German storage coincides with sharply higher wholesale gas prices in Europe. Dutch TTF front‑month contracts traded above €100/MWh in late October, with one reading at €100.37/MWh on 28 October and a close of €103.19/MWh on 30 October. These price moves reflect tighter market conditions as the heating season approaches with inventories below typical levels.

Germany’s storage position also lags the wider region, with European Union average storage at about 75%. Earlier in October, German storage stood at 61.1%, compared with 75.4% a year earlier, highlighting how inventories have remained subdued even as winter nears.

Government assessment of supply security

Despite missing the target, the German government and the federal network regulator state that gas supply is secure for the coming winter. Economy Ministry spokesperson Susanne Ungrad said that operators of underground storage facilities will not face sanctions for the shortfall, noting that such penalties are not provided for by law. She also stressed that the current situation is "completely different" from 2022.

Officials attribute the weaker storage build to an energy crisis linked to the conflict in the Middle East, which has driven energy prices higher. At the same time, they point to four state‑owned LNG terminals in Wilhelmshaven, Brunsbüttel and Stade, along with two private LNG terminals operated by Deutsche Regas, as key guarantors of stability. Germany also expects to receive gas from Norway and other European countries via pipeline networks throughout the heating season.

European reactions and broader risks

Germany’s failure to meet its storage goal has drawn criticism from Italy, where the government argues that it moved earlier to fill storage and now faces higher prices linked in part to Germany’s lower inventories. Domestically, however, German authorities maintain that there is no danger to gas supply this winter even with the anticipated undershoot of storage requirements.

Broader regional risks remain in focus. Gazprom CEO Alexey Miller has warned that if the coming winter in Europe is cold, gas prices in the region could rise dramatically, and he noted that European countries have set several historical lows in their storage injections. Berlin, by contrast, continues to emphasise that a normal winter would be covered, although storage levels could end the season very low.

Key Takeaways

  • 01Germany enters the heating season with gas stocks well below its own legal benchmark, reinforcing Europe’s tighter supply backdrop.
  • 02Price signals above €100/MWh at the TTF hub show markets are sensitive to Germany’s storage gap and broader geopolitical tensions.
  • 03The government is relying on expanded LNG capacity and regional pipeline flows to offset low storage, shifting focus from stockpiles to import flexibility.
