Surge in rare earth exploration in Brazil

Brazil has seen a sharp rise in interest in its rare earth resources, with 2,727 exploration applications registered with the National Mining Agency through June 2026. More than 86% of these requests were filed in the past three years, including 268 applications in the first half of 2026 alone, underscoring a rapid acceleration in activity.

This wave of applications reflects Brazil’s growing role in the global search for alternative sources of rare earth elements, which are critical for technologies such as electric vehicles, wind turbines and electronics. The concentration of filings in recent years signals intensifying competition to secure future supply.

Foreign-backed firms and Western financing

Nearly 42% of the 2,727 exploration applications were submitted by subsidiaries of foreign mining companies or firms with foreign ownership stakes. Among these, Australian companies lead with 695 applications, while U.S. companies rank second with 347 applications, highlighting strong interest from these two countries.

Foreign involvement is also evident in Brazil’s only commercial rare earth producer, Serra Verde. In February 2026, Serra Verde secured a $565 million financing package from the U.S. International Development Finance Corporation. In April 2026, USA Rare Earth (USAR) announced an agreement to acquire Serra Verde for about $2.8 billion, after the U.S. Department of Commerce outlined plans to provide up to $1.6 billion in support to USA Rare Earth (USAR).

These commitments underscore the strategic importance placed on Brazilian rare earth capacity by international investors and governments seeking to diversify supply chains.

Environmental and community concerns

At least 25% of the rare earth exploration applications overlap with or are located within 10 kilometers of 283 protected areas and Indigenous territories. This geographic proximity has raised concerns among Indigenous and local communities about potential impacts from future projects.

Reported environmental risks associated with rare earth mining include the possible release of toxic chemicals, generation of radioactive waste, deforestation, and air and water pollution. Communities have also warned of threats to drinking water sources and fisheries if projects advance without adequate safeguards.

Brazil’s policy response and resource strategy

President Luiz Inácio Lula da Silva has framed rare earth development as a matter of national interest and sovereignty. He stated that the Senate will move forward with proposed legislation on critical minerals and declared that Brazil will not allow external actors to exploit its mineral resources without ensuring domestic benefits.

Lula has emphasized that the processing and transformation of minerals should take place within Brazil, not just their extraction. This position aligns growing foreign investment with a push to retain more value in the country, while debates continue over how to balance economic opportunities with environmental protection and the rights of Indigenous and traditional communities.
