China pushes banks to lift yuan hedging

Key Points

  • 01Regional SAFE branches are pressing banks to boost clients’ yuan hedging
  • 02Lenders have been given targets for expanding hedging business
  • 03Underperforming banks have been summoned by regulators for talks
  • 04The measures aim to widen corporate use of currency risk tools

Regulators step up yuan hedging push

Some local branches of China’s foreign exchange regulator have instructed banks to encourage clients to hedge more of their yuan exposure. At least two regional subsidiaries of the State Administration of Foreign Exchange have asked lenders to raise the proportion of client positions that are hedged and to meet specific business targets for yuan hedging activity.

The guidance focuses on increasing the use of currency risk management tools among corporate customers. By pushing banks to grow their hedging business, regulators are seeking to ensure that more companies have mechanisms in place to deal with movements in the yuan.

Targets and supervisory follow-up

In addition to broad directions to expand hedging, the regional SAFE offices have set concrete targets for banks’ yuan hedging operations. These targets are designed to shape how aggressively lenders promote hedging products and services to their clients.

Banks that are falling short relative to peers have been summoned for talks with regulators. These discussions are intended to address underperformance in the hedging business and to reinforce expectations that lenders support clients in managing currency exposure.

Focus on corporate risk management

The current initiative centers on expanding corporate access to yuan hedging through the banking system. Local SAFE branches are encouraging banks to direct clients toward a wider use of hedging instruments and related derivatives as part of their regular financial services.

The approach relies on existing relationships between banks and their customers, rather than targeting specific firms or sectors. By tightening supervisory engagement and setting clearer objectives, regulators are signaling a sustained effort to strengthen how currency risk is managed at the company level.

Key Takeaways

  • 01Chinese regulators are moving from general guidance to concrete targets for yuan hedging, signaling closer oversight of banks’ support for corporate risk management.
  • 02Summoning underperforming banks underscores that yuan hedging is becoming a supervisory priority, not just an optional business line.
  • 03The campaign relies on banks as the main channel for expanding corporate use of derivatives, indicating that currency risk tools are expected to become more standard in corporate finance practices.
