Dutch dike safety challenged by dry, hot summers

Dry summer conditions are putting additional pressure on the Netherlands’ extensive dike system, particularly inland dikes built on peat foundations. As peat dries out it loses moisture and becomes weaker, increasing the risk that water can seep through dikes and into reclaimed polders that lie below sea level.

To manage this risk, a water-management team led by Peter van Duijvendijk has mobilised about 140 volunteers. They patrol and inspect roughly 100 kilometers, or about 60 miles, of dikes, looking for cracks, seepage, and other signs of weakness, and report any problems to authorities for follow-up action.

These inspections are taking place against a backdrop of persistently hot and dry weather. The conditions raise concerns that more sections of peat-based dikes may dry and weaken, requiring continuous monitoring and potentially more frequent maintenance to maintain flood protection standards.

Official water shortage and freshwater management

Since mid-July, the Netherlands has been under an officially recognised water shortage. This designation has triggered restrictions on water use across much of the country, including limits on pumping for irrigation that affect agricultural operations.

Authorities are coordinating measures to allocate scarce freshwater supplies among competing needs such as drinking water, agriculture, shipping, and ecological preservation. Residents are being asked to use tap water carefully, while managers examine options such as adjusting weirs, limiting certain withdrawals, and operating locks differently to help manage flows and reduce saltwater intrusion.

The combination of drier dikes and constrained freshwater availability illustrates how prolonged dry periods can simultaneously challenge both flood defence systems and water supply planning in a low-lying, densely populated country.

Record-low Rhine levels hit cargo and tourism

Low water on the Rhine has become a central economic concern. At Cologne, the river level has fallen below the record low set in October 2018, while measurements at Lobith at the Dutch border show the lowest July flows on record, reflecting a broader regional hydrological deficit.

These levels sharply reduce how much cargo ships can safely carry. Marcel Beck of RheinCargo notes that a vessel that would normally transport between 2,000 and 2,500 metric tons is currently limited to about 400 to 600 metric tons, depending on its design. This reduction is creating significant logistical challenges for shippers.

Operators are dividing loads among more vessels and grappling with higher unit transport costs. Tourist traffic is also affected, with some cruise ships forced to wait in port or proceed cautiously, and at least one passenger vessel having touched a sandbank near Bonn before being freed by a freighter.

Danube disruptions and wider logistical risks

Very low water levels have also been recorded along stretches of the Danube, particularly in parts of Central and Eastern Europe. These conditions have disrupted river transport, hampering shipping schedules and affecting sectors that depend on inland waterways for bulk cargo.

On both the Rhine and Danube, low water has left some houseboats and vessels resting on exposed sand and mud rather than floating. Authorities are considering measures such as emergency pumps, adjusting river weirs, and operating certain locks less frequently to conserve water and manage navigation channels.

The resulting constraints on river transport carry broader implications for freight logistics, energy distribution, and agricultural supply chains, as reduced river capacity can push more traffic onto roads and complicate just-in-time delivery networks across the region.
