Johor data centre boom strains power grid

High-voltage transmission towers near an industrial complex in Johor, highlighting data centre power demand and grid strain

Key Points

  • 01Johor data centres could use over 90% of Peninsular Malaysia’s additional power by 2031
  • 02Electricity demand from Johor data centres is projected at about 30 TWh by 2031
  • 03About 825MW of capacity is live in Johor, with 3.9GW planned in the next three to five years
  • 04Grid connection bottlenecks in Sedenak and Nusajaya may delay new data centre projects

Johor’s data centre surge raises power supply concerns

According to BMI, Johor data centres could use more than 90% of the additional electricity generated in Peninsular Malaysia by 2031, heightening concerns about power supply and grid infrastructure.

The projections imply that while overall generation in Peninsular Malaysia is forecast to remain sufficient under base-case scenarios, Johor’s concentrated data centre activity could create localised supply pressures. The anticipated rise in demand is closely linked to strong growth in cloud computing and artificial intelligence workloads hosted in the state.

Concentrated development and grid bottlenecks

Analysts highlight that the key challenge is not generating enough electricity but connecting new data centres to the grid. Grid infrastructure typically takes considerably longer to develop than data centre facilities, so headline generation capacity can overstate how much power is actually accessible to new projects.

BMI estimates Peninsular Malaysia’s grid is operating at about 30% of its overall capacity, yet data centre developments in Johor are heavily concentrated in areas such as Sedenak and Nusajaya.

Existing capacity and expansion pipeline in Johor

Johor currently hosts about 825 megawatts of operational data centre capacity, underlining its emergence as a major regional hub. This footprint is set to grow significantly, with about 3.9 gigawatts of additional capacity expected to be built over the next three to five years.

Notable developments include YTL Power International’s planned 1.2 gigawatt data centre campus, where the first 300 megawatts are expected to be operational by the first quarter of 2027. Another key project is a 300 megawatt facility in Sedenak owned by Vantage Data Centers, backed by DigitalBridge Group. These large-scale builds contribute to the sharp projected increase in Johor’s electricity consumption.

Infrastructure investment and energy mix implications

To address emerging constraints, Tenaga Nasional plans to invest RM43 billion in grid upgrades. However, major infrastructure projects of this type typically require five to 10 years to complete, meaning near-term data centre development may still be limited by connection availability even as demand continues to rise.

BMI expects Malaysia to increase gas-fired power generation to help meet growing electricity demand associated with the data centre sector. Some scheduled power plant closures may be postponed to ensure supply remains sufficient while new capacity and grid enhancements are rolled out.

Outlook for Johor’s data centre and power balance

Under base-case projections, electricity generation in Peninsular Malaysia is still expected to meet overall demand by 2031, despite Johor’s heavy data centre load. Nonetheless, BMI warns that Johor could face the tightest electricity supply constraints among the regional data centre hubs it tracks, including locations in Australia and Indonesia.

If data centre activity in Johor proves stronger than expected, the state’s main hubs could experience infrastructure bottlenecks even with planned investments and sufficient national generation. The evolving balance between rapid digital infrastructure growth and the pace of grid and generation upgrades will be central to Johor’s role as a long-term data centre destination.

Key Takeaways

  • 01Johor’s data centre build-out is on track to become a major single source of electricity demand in Peninsular Malaysia by 2031.
  • 02Local grid capacity and connection timelines, rather than national generation adequacy, are the main constraints on new Johor data centre projects.
  • 03Large planned campuses and delayed grid upgrades create a tension between capturing AI and cloud growth and avoiding power infrastructure bottlenecks.
