Teen using smartphone with social media app, illustrating $18B teen-safety settlement on social platforms

Key Points

  • 01Meta (META) agrees to a proposed $18 billion multistate settlement over teen use of Facebook and Instagram
  • 02Teen accounts face new default limits, including a two-hour daily cap and overnight access block
  • 03About $12.7 billion will be paid to states over 10 years, with another $5.3 billion contingent on rivals
  • 04New rules include decade-long safety protections, oversight, and a teen well-being research foundation

Scope and structure of Meta’s proposed settlement

Meta (META) has agreed to a proposed multistate settlement with state attorneys general with a headline value of approximately $18 billion, focused on the treatment of users under 18 on Facebook and Instagram. The settlement is structured so that about $12.7 billion is expected to be distributed to participating states over a 10-year period, while roughly $5.3 billion is contingent on other major platforms adopting similar protections and making matching payments.

The contingent portion is tied to industry peers that Meta (META) has publicly identified in its outreach as YouTube and TikTok. This design links a significant share of the financial obligations to whether comparable safeguards become more widely adopted across large social media platforms.

New default limits for teen usage and access

A central component of the agreement is a new default combined two-hour daily usage cap for teenage accounts on Facebook and Instagram. This limit applies across the two platforms together and can only be disabled by parents, significantly shifting control of time spent on the services toward parental oversight.

The settlement also requires a default overnight block for teen accounts that generally prevents access between midnight and 6 a.m. There are limited exceptions to this block for functions such as direct messages and security or safety alerts, ensuring that important or urgent communications remain possible.

In addition, notifications for teenage users will be silenced or restricted during school hours, described as roughly 8 a.m. to 3 p.m. These restrictions are subject to narrow exceptions for safety or security messages, aiming to reduce distraction while preserving key alerts.

Broader safety features and long-term commitments

Most of the new behavioral and safety protections for users under 18 must remain in place for 10 years. The settlement also requires stronger age-assurance measures to help identify teenage users more accurately, as well as expanded parental supervision tools to give parents greater visibility and control over teen accounts.

Product changes include hiding certain engagement metrics for teens by default, restricting some cosmetic filters, and adjusting how teens experience the platforms’ features. These measures are intended to alter the online environment for younger users in a sustained way over the life of the agreement.

The settlement establishes independent oversight and a research foundation focused on teen well-being, adding a monitoring and research layer to the mandated product changes. Meta has stated that the agreement does not constitute an admission of wrongdoing, framing the commitments as part of a broader shift toward industrywide standards for teenage safety on social platforms.

Key Takeaways

  • 01The settlement combines large monetary payments with mandated product changes, tying a portion of the cost to whether rival platforms adopt similar teen protections.
  • 02Default limits on time, overnight access, and notifications materially increase the role of parents in managing how teens use Facebook and Instagram.
  • 03The decade-long duration of the safeguards, together with independent oversight and a dedicated research foundation, makes the agreement a long-term framework for teen safety rather than a short-term fix.
