Rising Gulf Oil Flows Face Mounting Security Risks

Oil tanker in busy shipping lane highlighting rising Gulf crude flows and mounting maritime security risks

Key Points

  • 01Crude exports from the Persian Gulf have partially rebounded through the Strait of Hormuz
  • 02Attacks on commercial shipping in and around the waterway have increased
  • 03Higher freight and insurance costs are adding complexity for tanker operators
  • 04Analysts say the export rebound may be fragile without a political settlement

Tanker attacks escalate as Gulf exports rebound

Recent data show crude exports from the Persian Gulf moving through the Strait of Hormuz have rebounded from earlier in the conflict, even as they remain below prewar levels. Shipments have recovered to an estimated range of roughly 9 to just over 10 million barrels per day, compared with significantly higher baselines before the war, based on figures from market intelligence providers. This partial recovery comes at a time when the waterway remains a critical conduit for global crude flows.

At the same time, the security environment for commercial shipping in and around the Strait of Hormuz has deteriorated. Nearly 20 commercial vessels, most of them tankers, have been attacked over roughly the past month while sailing in the chokepoint, the wider Persian Gulf or off Oman. UK Maritime Trade Operations has reported a notable jump in incidents in early October, with nine attacks in the waterway already this month, signaling an acceleration in threats to tanker traffic.

Higher costs and operational strain on shippers

The increase in maritime attacks has translated directly into higher operating costs for companies moving crude out of the region. Freight and insurance rates have risen as shipowners and charterers price in the risk of damage, detention or loss in high-threat areas. Some tanker operators are accepting greater operational complexity, including altered routes and additional protective measures, in order to continue lifting and delivering cargoes.

Industry analysts warn that these higher costs and logistical burdens leave the export rebound on uncertain footing. They note that, without a negotiated settlement that reduces the security risk to tankers and port infrastructure, it may be difficult to sustain current shipment levels. The resulting uncertainty feeds into broader concerns about the reliability of Persian Gulf supply for global markets.

Regional tensions widen beyond Hormuz

Security risks to energy infrastructure are not confined to the Strait of Hormuz itself. On October 6, Iran-backed Houthi forces claimed they had carried out strikes on Saudi targets, including King Khalid International Airport in Riyadh and an Aramco refinery. These claimed attacks reflect the spread of hostilities tied to the conflict around Yemen and key shipping routes in the region.

The combination of targeted strikes on energy-related facilities and mounting attacks on tankers underscores the vulnerability of Middle Eastern supply chains. While crude flows through Hormuz have recovered to some extent, the broader pattern of regional escalation highlights how quickly export volumes could be disrupted. Market participants are watching both the maritime security situation and any diplomatic moves that might ease tensions and stabilize shipping conditions.

Key Takeaways

  • 01Crude flows through the Strait of Hormuz have recovered only partially and remain exposed to a worsening security environment.
  • 02Rising freight and insurance costs show that shipping risks are already being priced into physical oil logistics.
  • 03Analysts see the sustainability of current export levels as dependent on political progress that reduces threats to tankers and energy assets.
