Ministers near decision on Jackdaw gas field

UK ministers are preparing to approve the Jackdaw gas field in the North Sea this month, with formal consent expected as soon as mid-September. Government and industry sources indicate the timetable is geared to reach a conclusion ahead of Parliament’s party conference recess. The field lies off the coast of Aberdeen and is one of the most significant new gas developments currently under consideration by the government.

Energy secretary Miatta Fahnbulleh is expected to play a central role in the process, with a recommendation to approve Jackdaw likely as soon as next week. Formal government approval could follow about a week after her recommendation, setting up a relatively compressed decision window for the project.

Operator and projected gas output

Jackdaw is operated by Adura, a joint venture between energy majors Shell and Equinor. The project is positioned as a contributor to domestic gas supplies at a time when the UK continues to manage energy security concerns.

Adura estimates that Jackdaw could provide around 6% of the UK’s gas output at peak production. Environmental groups dispute this, suggesting the field would supply closer to 2% of national demand. The divergence in estimates underlines the debate over how large a role the field would play in the UK’s overall energy mix.

Legal challenges and new climate assessments

Jackdaw’s approval process has been shaped by legal scrutiny. The Court of Session in Edinburgh previously ruled that earlier approvals for Jackdaw, as well as for the Rosebank field, were unlawful. The court found that the government had not adequately accounted for the climate impact of burning the oil and gas produced by these projects.

In response to the ruling, the companies behind Jackdaw resubmitted their applications with updated climate assessments. These revised assessments included additional analysis of emissions associated with end-use combustion of the hydrocarbons produced.

The updated climate material was published for public consultation, which closed in August. The forthcoming ministerial decision will therefore be taken in the context of this fresh assessment process, undertaken to address the shortcomings highlighted by the court.

Broader context for North Sea decisions

Officials are also considering the Rosebank oilfield, another major North Sea development whose earlier approvals were rescinded by the same court ruling. Consultations on both Jackdaw and Rosebank closed last month, and Rosebank is expected to be decided later in the year.

Industry groups argue that Jackdaw and Rosebank together could provide a substantial share of the UK’s oil and gas output at peak, framing them as important to domestic supply. At the same time, officials are examining options for how proceeds from Rosebank might be directed toward clean energy projects, reflecting the government’s parallel climate and energy security objectives.
